2nd Annual Dzongkhag Scout Conference


1.  Welcome address
Mr. Pema Tshewang, the Dzongkhag Scout Focal teacher welcomed all the participants for the 2nd Annual Scouts conference. 
2.  Opening remarks by Mr. Rinchen Phuntsho, Sr. DEO
The Sr. DEO thanked participants for making up on time for the conference despite of difficulties. Scout masters are asked to plan the scouting program well to have sustainability and to have enriching scouting programs throughout the year in the Dzongkhag. The floor is being informed with the HM’s vision to strengthen scouting programmes in schools across Bhutan. Preference like Desuup Training and scholarships are being offered to scout masters and scout leaders as an incentive to motivate the leaders. Spirit of volunteerism must be inculcated in scouts all the time. Educating society to be encouraged rather than doing cleaning campaign by the scouts all the time. By doing so, the community will learn the motive behind keeping their community neat and clean. All leaders should Plan and get the approval for the programmes sensibly considering monsoon season to consider safety of the students and  revisit on community service contributed by scouts. Scout materials to be distributed on time to schools to have successful scouting programmes. All scout leaders are reminded of the investiture ceremony to be conducted at the earliest and award the badges to encourage and motive scouts.
3.      Deliberation on the Resolution of 2nd Annual National Scout Conference by Mr. Chenga
Briefed on the facts about National Scout Center at Wangchang, Paro and the facilities available in the center. Scouting programme for the year to be focused on the theme- Innovate, Integrate and Motivate. 21st February to be observed as National Scouts Day. Dzongkhag/Scout focal teacher to advocate and orient all the principals on scouting programme during Principals’ Coordination Meeting. Rovering programme to be strengthened in tertiary institutes by offering training to interested lecturers. Scouting Focal Leaders to submit relevant data on scouting to BSA. Submit nominations for class X scouts by the end of May and class XII scouts by the end of October. Monitoring on scouting programme to be institutionalized by incorporating it in PMS. Advancement test to be carried out in adherence with BSA guidelines and award badges. To commemorate 60th Birth Anniversary of 4th Druk Gyalpo, Dzongkhag to identify months to organize activities. Implementation report to be presented during the 3rd Scout Conference, 2016.
4.      New Scouts Framework by Mr. Chenga
ü  Selection of new recruits
ü  Investiture ceremony for new recruits to be conducted cluster based.
ü  Planning, review and monitoring of program.
ü  Built leadership and management skills.
ü  Promote learning by doing through trekking, camping and pioneering.
ü  To develop spiritual/mindful living.
ü  Enhance civic responsibilities

5.      Sharing concerns of His Majesty the King on Scouting programme by Mr. Pema Tshewang
·         The scouting programme to be able to infuse values of “tha damtsi and lay Jumday” and be able to address all youth issues. It should help youth to excel in studies and keep them away from undesirable activities like abusing substances.
·         Scouting to bond & unite youth with a unique identity and common sense of belonging.
·         Scouting to be pursued as a life-long experience. Once a scout, always a scout.
·         Scouts to be role models for other youth
Mr. Pema Tshewang reminded scout masters to lead every voluntary program for the year by scouts involving all the students. He also reinstated to inculcate “Thadamtse and Leyjumdrey” in every scouts.

7.      Celebration of 11th November, 2015 by Scouts
Dzongkhag Education Office to apprise Dasho Dzongdag for celebration venue. The floor discussed and decided with the following programmes to mark 60th Birth anniversary of 4th Druk Gyalpo on 11th November, 2015. The celebration will be conducted in three clusters. Scout members will coordinate the celebration in the clusters. (Only scout members will participate in the scout celebrations). However, the remaining schools shall celebrate in the respective schools.
Programmes:
·         Drill
Scouts from various schools will join for the drill.
·         Cultural Programmes/Sports
The Secondary schools need to present two dance items and for primary schools to prepare one innovative program. Sports for the cub such as cap out with music, balloon blasting, cock fight and pulling tail to be organized during the day with arranging attractive prizes.
·         Exhibition/stall
To raise fund for the school, scouts to plan for exhibition or stalls. 10% of the fund generated from the exhibition/stalls to be contributed to DSA.
·         Plantation programme
To commemorate 60th Birth Anniversary of 4th Druk Gyalpo, Scouts will initiate to plant trees with proper monitoring and reporting mechanism in place coordinated by scout/ cub masters. Plantation will be done as given under-
a. Primary Schools – 30 numbers of plant saplings
b. Lower Secondary schools – 50 numbers of plant saplings
c.  MSS/HSS – 100 numbers of plant saplings

8.      Reporting and Requisitions
o   Old scout and cub members will not be given scarf and membership every year.
o   Requisition of materials to be made only for new recruits
o   Submit annual report with photo evidence
o   Frame reporting deadline in annual action plan

9.      Any Other
·         Reminded scout/cub masters to document programmes in video clips.
·         Zhabten of 4th Druk Gyalpo to be recited once in a week during evening prayer.
